An effect is a helpful or harmful condition that affects an entity. More general information on effects is available at the official Minecraft wiki.
In addition to the vanilla effects, Thaumcraft 4 adds several new effects:

Sun Scorned | Heightens the contrast of the player's view and occasionally sets the player on fire when in direct sunlight. In near-darkness, the player is healed over time instead. | Situational |

Unnatural Hunger | Gives the player's view a reddish tint and rapidly depletes the player's hunger meter. Cured by eating zombie flesh or zombie brains (1 level per item consumed). | Negative |

None of Thaumcraft's effects except Taint Poison and Warp Ward can be cured by drinking a milk bucket when given to the player by conventional means.
